DevCore secures approvals for over 3,500 homes


DevCore Property Group has expanded its national portfolio, securing approvals for more than 3,500 new homes across two landmark regional projects.

Bundaberg Regional Council has greenlit the $1.1 billion, 1,600-home Coral Cove Ocean Estate in Queensland’s Wide Bay-Burnett region, while Wagga Wagga City Council has given in-principle support to the $2.5 billion, 2,100-home Rowan Village estate in New South Wales’ Riverina region.

These approvals mark a combined $3.6 billion investment by DevCore, driven by strong population growth in both regions.

Wide Bay-Burnett is Queensland’s fastest-growing area, and Wagga Wagga remains the largest inland city in NSW.

“Coral Cove Ocean Estate is an exciting addition to our Queensland portfolio and reflects our continued focus on creating thriving new regional communities,” said DevCore’s Managing Director, Paul Thompson.

“There is pent-up demand for new residential developments in the region with our nearby flagship precinct The Fairways already sold out, and Bundaberg Council’s support for the project is further testament to its benefits for the local community.”

Located just 20 minutes from Bundaberg and 50 minutes from Hervey Bay, the Coral Cove Ocean Estate will span over 220 hectares at the southern tip of the Great Barrier Reef.

The first stage will see 400 residential lots developed, offering ocean views, access to an 18-hole championship golf course, playgrounds, retail and dining options, and pristine beaches.

The masterplan also features a new clubhouse and tavern, a 2.5-hectare neighbourhood park, and a proposed Village Centre.

“Coral Cove Ocean Estate has been designed to integrate seamlessly with its coastal setting while providing modern, family-friendly living options for locals and sea-changers alike,” Thompson said.

“Our vision for Coral Cove Ocean Estate is to create a thriving community that offers much more than just new homes to live in.

“We are also committed to a diverse product mix, with a range of house and land options to suit different buyer needs and budgets, including first home buyers, families and retirees,” he added.

DevCore will also upgrade two key intersections on Elliott Heads Road to improve traffic flow and minimise impacts on the broader road network.

In NSW’s Riverina region, DevCore’s 220-hectare Rowan Village masterplan will deliver approximately 2,100 dwellings, including a mix of housing types and seniors’ living.

The estate, situated less than 15 minutes from Wagga Wagga’s town centre, will feature parks, pathways, a vibrant village centre, and a network of community spaces designed to foster wellbeing and inclusivity.

Proximity to more than 20 primary schools, walking trails, and the Murrumbidgee River further enhances the lifestyle offering.

“Our vision for Rowan Village is to create an elevated regional lifestyle blending nature, community and convenience,” said DevCore’s Senior Development Manager, Cameron Beames.

“It will feature a range of homes and land packages catering to first home buyers, upgraders, downsizers and investors.

“Importantly, the new village will deliver thousands of much-needed homes to this growth hotspot, supported by town-centre amenity with scenic outlooks to Wagga Wagga’s natural beauty.”

The masterplan also includes provisions for a new school adjacent to a future neighbourhood oval, with DevCore actively engaging with the NSW Department of Education and private providers to explore development opportunities.

Rowan Village will be developed over 20 stages, with Stage One currently under assessment and construction expected to commence in 2027 following anticipated development approval in early 2026.

With these latest approvals, DevCore now has seven projects underway across Australia, aiming to deliver over 5,000 homes, seven land-lease retirement villages, and retail Village Centres over the next decade.

Both Coral Cove Ocean Estate and Rowan Village are set to be delivered over 10-year programs, unlocking long-term value and lifestyle benefits for their respective regions.

“These masterplans will create vibrant new regional communities and deliver thousands of new homes — providing much-needed housing choice while unlocking long-term value and lifestyle benefits for these rapidly growing regions,” Thompson said.
