Modular housing push delivers more than 350 new homes across Victoria

Could Prefabricated Construction help unlock Australia's housing potential?



More than 350 modern modular homes are set to be rolled out across Victoria by mid-2028 under a state government initiative designed to fast-track social housing delivery for regional communities.

Minister for Housing, Building and Precincts Nick Staikos confirmed the commissioning of 48 accessible, energy-efficient units.

The modular design allows homes to be built off-site in factory environments before being transported and installed on vacant land.

To date, over 70 modular social homes have been delivered across regional local government areas, including Greater Geelong, Ballarat, Greater Bendigo, Ararat, and Gippsland, with a further 136 units currently under construction.

Minister Staikos highlighted the speed and adaptability of factory-built housing in addressing urgent shelter needs.

“Labor is embracing innovative, cutting-edge housing models and supporting local factories like this one in Geelong to bring these homes to where they’re needed most,” Staikos said.

“We’re helping take the pressure off Victorians in need and giving them secure, safe modern housing solutions that can move with demand.”

The announcement comes as major traditional housing infrastructure projects reach completion across the Geelong region.

These include the AU$36 million Ormond Road development in East Geelong, which recently welcomed residents into 54 accessible units, and the Myers Street development, adding 117 modern homes to the local supply.

State investment in social and affordable housing across Geelong has now surpassed AU$431 million, delivering 1,033 homes, of which 772 are fully completed.

Under the overarching Big Housing Build program, funding committed to Greater Geelong has reached more than $330 million, comfortably exceeding its original $180 million Minimum Investment Guarantee target.

Member for Geelong Christine Couzens praised local manufacturing workers for driving the project, noting that Geelong’s industrial expertise is directly contributing to solving housing pressures across regional Victoria.
