New project seeks to ease housing crunch in Noosa

A proposed redevelopment of the former Noosa Bowls Club site could reshape Noosa Junction, with plans for a mixed-use precinct designed to restore community connection and address the area’s pressing housing shortage.

The proposal targets the renewal of the 1.8-hectare site at 99 Noosa Drive, with a concept that includes 208 apartments, among them 48 rooming accommodation units and 48 Affordable by Design apartments.

The plans also feature close to 2,000 square metres of ground floor space for fresh market and food tenancies, a new Town Square, and a road connection linking Lanyana Way and Noosa Drive.

Representing an investment of more than $300 million, the project brings together three established Queensland property groups: Kilter Property, Frank Developments, and Calile Malouf Investments.

The partnership is built on a shared commitment to design quality and community outcomes.

Kilter Property Co-Founder Huw Williams said the project aims to deliver more permanent housing while supporting local workers, businesses, and the wider market.

He added that the vision aligns with the long-term growth of Noosa Junction as a vibrant activity centre, enhancing the area’s character while generating economic and community benefits.

The proposal responds to housing pressures identified in Noosa Council’s Housing Strategy 2022, which points to limited developable land and ongoing supply constraints across the Shire.

The Noosa Plan also encourages growth in established centres and on underused mixed-use land, particularly to support housing for key workers.

Kilter Developments Co-Founder Angus Jarmer described the site as a once-in-a-generation opportunity to add housing responsibly in an area where population growth has consistently outpaced supply.

He noted the team has been engaging with the council throughout the concept’s evolution and expects to lodge a formal application once design and technical details are finalised.

Beyond private residences, the development is set to include more than 40 co-living rooms for key workers, supported by shared kitchen and living areas, landscaped gardens, and on-site hospitality offerings.

Frank Developments Founder and Director Frank Licastro, known for architecturally led residential projects, said the team has carried that same design philosophy into this vision.

He said the project is intended to elevate both the built environment and the surrounding community, adding that well-designed accommodation for key workers is essential to sustaining Noosa’s local economy.

The project builds on Calile Malouf Investments’ expanding presence in Noosa, following the start of construction on The Calile Noosa hotel earlier this year.

The companies stated that the hotel and residential components will work together to manage rising tourism and worker housing demand while easing broader supply pressure.

Drawing on its experience delivering Brisbane’s James Street precinct and The Calile Hotel, CMI plans to apply its placemaking expertise to shape a Noosa precinct with a similar design standard.

CMI Director Cal Malouf said the goal is to create a destination that feels distinct to Noosa while meeting the quality benchmark associated with the company’s other projects, describing an opportunity to deliver a walkable destination that blends housing, hospitality, and retail.

Cavill Architects has been appointed to lead the design, with a practice focused on how buildings interact with landscape, climate, and the character of their surroundings.

The proposal remains at the draft development application stage, with no development approval yet granted.

The final mix and figures remain subject to design refinement and the statutory planning process.
