WA government unveils high-density housing plan for METRONET precincts

06 Nov, 2026
WA government unveils plans for affordable housing near new METRONET station

The Western Australian government has launched public consultation on a major plan to boost housing supply and density around METRONET train stations, opening up established Perth suburbs to significant multi-storey developments.

The draft Station Precincts Improvement Scheme sets out a unified planning framework for eight initial station precincts: Bassendean, Carlisle-Oats Street, Claisebrook, Cottesloe, Glendalough, Morley, Mosman Park and Swanbourne. Separate improvement schemes are already progressing for Ballajura and Redcliffe.

Designed to provide clarity for communities, landowners and developers, the proposed scheme establishes clear guidelines for zoning, minimum housing density and building heights.

Under the proposal, core areas immediately surrounding stations will allow high-density developments of up to 20 storeys. These will step down into transitional frame areas designated for medium-density buildings ranging between two and eight storeys.

The plan adopts a place-based approach tailored to each location. It is paired with a draft Station Precincts Heritage Policy to protect existing state and local heritage listings. Councils’ local policies, such as tree retention, will also be considered alongside a new streamlined framework for public realm contributions.

Transport and Major Infrastructure Minister Rita Saffioti said leveraging transport hubs is essential for sustainable urban growth.

“METRONET has transformed the way people move around Perth, and now it’ll transform how we deliver more housing for Western Australians,” Saffioti said.

“This is about responsible planning for Perth’s future and giving more Western Australians the opportunity to live closer to public transport, jobs and services.”

Planning and Lands Minister John Carey added that the scheme provides certainty for the property sector and local residents while creating walkable, vibrant communities.

“Great cities across the globe have long proven that well planned and designed density creates great walkable neighbourhoods, active shared spaces and vibrant communities,” he said.

Consultation closes on 12 February 2027, with the final scheme scheduled for implementation in mid-2027. The state government expects to announce a second tranche of station precincts early next year.
