The Queensland government has unveiled an ambitious plan to transform Great Keppel Island (Woppa) into a world-class tourism destination, with a focus on community-driven development and sustainable growth.
The final concept master plan, developed in collaboration with the community and key stakeholders, outlines a vision to unlock the island’s full tourism potential while preserving its rich history, cultural heritage, and natural environment.
Key features of the plan include sustainable tourism development, improved access around the island, enhanced arrival gateways, and a range of cultural, educational, and nature-based experiences to attract domestic and international visitors.
One of the first projects underway is the construction of a new wastewater treatment plant and amenities blocks, funded by a $10.1 million investment from the state government and delivered by Livingstone Shire Council.
QLD Minister for State Development and Infrastructure Grace Grace emphasised the community-led nature of the plan, stating: “The community has been made promise after promise by private developers who never followed through, so the government has stepped in to work with the community to develop a tangible plan that’s going to deliver real change.”
QLD Minister for Tourism Michael Healy said: “Great Keppel Island (Woppa) is one of the best development opportunities within the Great Barrier Reef due to its location, exceptional natural environment, and access to the coast.”
Livingstone Shire Council Mayor Adam Belot expressed support for the plan, stating, “Council is very supportive of the plan, and we reinforce our strong support for enhancing the accessibility of the island for the community, tourists, and tourism operators alike.”
The master plan also received praise from Capricorn Enterprise CEO Mary Carroll, who highlighted the economic benefits, stating, “One-quarter of the Capricorn Coast’s tourism economy is generated because of Great Keppel Island, which increases to over 50 per cent with the realisation of the GKI master plan vision.”
Dr Sonny Van Issum, Woppaburra Elder and Chairperson of the Woppaburra TUMRA Aboriginal Corporation expressed satisfaction with the plan’s environmental focus, stating: “Our people have a spiritual attachment to the islands and cultural knowledge that has been passed down through generations.”
Valmai Smith, Chairperson of Woppaburra Land Trust, emphasised the benefits for the Woppaburra People, stating: “It will also create on-country employment and economic opportunities for Woppaburra People, and we look forward to working in partnership with other businesses, organisations, and all three levels of government to realise these opportunities.”
The Great Keppel Island (Woppa) Concept Master Plan is seen as a significant step towards revitalising the island and creating a sustainable future for generations to come.
