The Metropolitan Redevelopment Authority has reconsidered the revised development application for Hillam Architect’s 3 Oceans’ Towers, a 43-storey mixed-use development located in the heart of Scarborough Beach in Western Australia. The two thin towers will hold room for 324 permanent residents and 148 hotel rooms.
Located on the former Contacio Bar, at the intersection of West Coast Highway and Scarborough Beach Road, the new design plan has been expressively updated since the project’s initial rejection in late 2017. Despite this, the height of the development has remained roughly the same.
“Following the MRA’s refusal in December the project team went back to the drawing board whilst retaining the overall concept of Iconic Scarborough which received strong community support,” commented 3 Oceans’ Managing Director, Dyno Zhang.
“The podium is significantly scaled back with increased setbacks, the addition of a central plaza providing greater connectivity between the different retail elements of the building and improved retail planning,” he said.
The new development seeks to capitalise on the prominent location and serves as a gateway to Scarborough – establishing the project as a landmark development for both the local community and visitors from all over the world. Resulting from an extensive planning framework, the development uses two thin sculpted towers to make use of existing land space and to further capitalise on beachside views.
According to Hillam Architects, “The height and positioning of the towers are determined by a myriad of factors – protection from prevailing winds, maximisation of Northern sunlight, mitigation of overshadowing and maintenance of view corridors all inform the project’s design”.
The space at the bottom of the tower is set to be open to the public, allowing for a multitude of public and commercial facilities which further builds upon the soon to be completed transformation of the Scarborough Beachfront.
The two towers will comprise of a world-standard convention centre, amongst a 4-star hotel with resort facilities, living options, a market hall, retail, food and beverage tenancies alongside a public art gallery and a viewing deck to further add to visitor experiences.
The development is predicted to celebrate and reinvigorate Scarborough through the creation of a world-class iconic development, by bringing vibrancy and urban activation East of Scarborough Beach Road. The project has been defined by the architects as ‘a paradigm shift for Scarborough’.
