
Award-winning developers Billbergia and Legacy Property have unveiled plans for 88 Waterloo, a transformative $1 billion-plus mixed-use development in Sydney’s North West that will redefine the Macquarie Park skyline and deliver a new model of sustainable urban living.
Set on an amenity-rich site opposite Macquarie University Metro Station, and adjacent to Macquarie Centre, the project at 88 Waterloo Road will become the suburb’s largest and most premium residential community.
The landmark development will replace existing walk-up apartments with two elegant towers of 60 and 52 storeys, delivering a total of 858 apartments; 60 of which are slated for affordable housing.
The project, designed by AJC Architects, will feature a four-level podium that integrates communal dining areas, games and work-from-home rooms, and a landscaped rooftop conceived as a shared “urban backyard”.
The podium level will include lawns, gardens planted with edible native species, a lap pool and children’s splash area, BBQ spaces, outdoor workstations, yoga and wellness zones, as well as a sauna and cold plunge pool.
88 Waterloo will provide homes for more than 2,000 residents, supporting the NSW government’s National Housing Accord targets.
Located within one of the state’s eight Accelerated Precincts under Transport Oriented Development (TOD) planning reforms, the development exemplifies the vision for high-density housing close to major transport and employment hubs.

According to Billbergia, the project aligns with TOD planning principles by increasing residential density near rail infrastructure, ensuring future residents have easy access to transport, jobs, education, and open green space — including the adjoining 7,000 square metres of Elouera Reserve.
The project represents a culmination of nearly a decade of site assembly and planning.

Adopting the Designing with Country framework, AJC’s design draws inspiration from local stories of the Wallumai (Black Snapper) and Girrawi (Yellow Crested Cockatoo), creating a connection between the building form and the surrounding landscape.

The proposal was declared by the Housing Delivery Authority (HDA) for state assessment in August 2025 and is now set to go on public exhibition.
Construction is slated to begin by 2027, with completion anticipated in 2030.
